Check the math (probability). I suppose the designer decided that the level of redundancy is low enough to warrant consults.
Or was it something else that you found odd?
I meant that this type of deck is redundant enough, and he traded color consistency for extra tutor power that might not really be needed?
The presence of the Consults just struck me as odd, even if the deck can handle them.
It does seem weird. But he does have 2 one of's and a two of somewhat important cards that you don't want to draw unless you need them, and the consults would be useful there. If I hadnt seen his sideboard I would've said it would make sideboarding effectively and against a wide metagame easier, but he doesnt seem to do that. I wouldnt run them, but I run brainstorms in burn so what do I know :)
i have found that in this deck the consults are usually used for fireblasts to win the game
This deck looks like Seth Burns Texaco sans the ernham. Masticore seems odd to me, consults are the 5-8 fireblasts but the deck could use work.
Big Daddy
I found a similar deck (extended, though) interesting on the Dojo a while back:

This could probably use a little work, too, but it's certainly an interesting concept. Worked well for this guy, too: he made T4 at a Neutral Ground PTQNY in the spring.
