Ok. All I play is T1 so I kind of know the enivroment. here is what I would change.
1-There are a lot of Gaea's Blessings, and Timetwisters out there in T1 right now, so decking someone is going to be really hard. You either need a way to deal with the Blessings ie. Tormods Crypt, Phyrexian Furnace. Or I would stay away from the whole decking idea.
2-With that in mind you need a way to deal Dmg. Via. either creatures, or DD.
3-Because of the number of multi-colored decks out there in T1. Grindstone just is not cost effective. Mill Stone would work better if you have them.
4-To many Pendrel Mists, and Impulses. you have a solid base of creature control with just the Prop. If you want both I'd go with 2\3 of each but not 4. Impuls can be a great search card but 4 is overkill.
5-The dissipates are good. DOing one at the right time can crush a recursion deck ie. get their time walk. I would lose the force spikes though. They can be good in the beginning but Meta-Game they are usless. If you do keep them in be sure to lose them whem side boarding.
6-The deck is going to take a long time to get going so you will be going through a lot of your cards you are going to need at least one feldons cane.
7-Quicksand is all but usless in T1. Waste Land/Strip Mine would be a better idea.
